SSASIM input table RBMPIA

Contains specification of policy parameters used in calculation of a residency-based minimum primary insurance amount (rbmpia), which is based on years of legal residency rather than on AIME. If regular PIA formula parameters are specified in PIA table so that PIA amount is zero, regardless of AIME value, then the rbmpia amount generates a flat benefit. This means that either flat or minimum residency-based benefit provisions can be represented. NOTE: the rbmpia rules are applied even when an individual with an uncovered government pension is subject to the WEP reduction in PIA; the WEP reduction is applied afterward.

SSASIM:   RBMPIA . full_amt_s
Specifies residency-based minimum monthly PIA amount in the policy's start year (see s_cal_year below for start year and awi_index below for how start year values are projected to subsequent years) for individuals who have max_r_yrs years or more of legal residence (where years of legal residency are counted beginning at age 18). Extra years of legal residency (beyond the max_r_yrs specified below) do not increase the minimum PIA above the indexed full amount. Legal residency begins when an individual is native born or when a foreign-born individual becomes a documented immigrant, but the years of legal residency count used to compute this minimum PIA include only those years beginning at age eighteen. The value of full_amt_s is expressed in monthly (not annual) terms and is expressed in s_cal_year dollars. The indexed full amount for an individual is the value of the full amount in the year corresponding the eligibility age of the individual. NOTE: the RBMPIA rules are applied even when an individual with an uncovered government pension is subject to the WEP reduction in PIA; the WEP reduction is applied afterward.

SSASIM:   RBMPIA . s_cal_year
Specifies starting calendar year for which the full_amt_s applies. The full amount is indexed in years after s_cal_year using the method specified by the awi_index parameter (see below). It is assumed that the value of the residency-based minimum PIA is zero in all years before s_cal_year.

SSASIM:   RBMPIA . awi_index
Specifies whether or not the full amount of the residency-based minimum PIA is indexed using the SSA average wage index (AWI) in years after the s_cal_year (see above). If this parameter is false, then the CPI is used to compute the indexing rate.

SSASIM:   RBMPIA . max_r_yrs
Specifies the number of legal residency years (beginning at age 18) required to get the full indexed amount as the residency-based minimum PIA at eligibility. Years in excess of this maximum do not add to the residency-based minimum PIA. And years of residency after the first calculation of residency years do not add to the residency-based minimum PIA. If the number of legal residency years is between min_r_yrs (see below) and max_r_yrs, the residency-based minimum PIA is computed as described below in the min_r_yrs documentation. Note that legal residency years are calculated using the age at which benefits are being claimed (which is not always the eligibility age).

SSASIM:   RBMPIA . min_r_yrs
Specifies the number of legal residency years (beginning at age 18) required to get any part of the full indexed amount as the residency-based minimum PIA at eligibility. Those with fewer legal residency years than min_r_yrs get a zero residency-based minimum PIA when they apply for benefits. Those with legal residency years exactly equal to min_r_yrs get a residency-based minimum PIA at their eligibility event that equals the full indexed amount times the ratio of min_r_yrs and max_r_yrs. So, for example, if min=10 and max=40, someone with 10 years residency gets 25 percent of the full indexed amount at eligibility. The residency-based minimum PIA for those with legal residency years between min_r_yrs and max_r_yrs is computed using linear interpolation. So, for example, if min=10 and max=40, someone with 20 years residency gets 50 percent of the full indexed amount at eligibility, and someone with 30 years residency gets 75 percent of the full indexed amount at eligibility.

Specifies whether or not the residency-based minimum PIA rules are applied to PIA calculations at the disability event. If so, then the residency-based minimum PIA rules are not applied at DI-to-OAI conversion; if not, the residency-based minimum PIA rules are applied at DI-to-OAI conversion.
