SSASIM input table PIADYNS

Contains specification of dynamic policy parameters used in computation of primary insurance amount (PIA), which is based on AIME, for individuals experiencing the death OASDI eligibility event.

SSASIM:   PIADYNS . id
Identifies set of PIA policy parameters specified on this row of table, so id value should be unique for each group of rows that has a collection of cal_year values (see below).

SSASIM:   PIADYNS . cal_year
Identifies calendar year during which the PIA policy parameters specified on this table row are in effect. Calendar years for which no row exists have their non-PIA-fraction parameter values calculated by linear interpolation between the closest prior year and closest subsequent year for which table rows have been specified for this id. Non-PIA-fraction parameter values for years following the last specified year are taken to be equal to values in the last specified year.

SSASIM:   PIADYNS . adj_meth12
Specifies which automatic adjustment method is applied to PIA fractions 1 and 2 (pia_frac_1 and pia_frac_2) for this cal_year. A value of one (1) implies no automatic adjustment of those PIA fractions; missing cal_year values are computed by interpolation and extrapolation in the same manner as non-PIA-fraction parameters (see cal_year for details). A value of two (2) implies automatic adjustment of those PIA fractions using the "price indexing" scheme used in the CSSS plan 2. A value of three (3) implies automatic adjustment of those PIA fractions using the fixed-rate-of-adjustment scheme used in the CSSS plan 3. A value of four (4) implies those PIA fractions are equal to their values in the prior year.

SSASIM:   PIADYNS . adj_fact12
Specifies the automatic multiplicative adjustment factor used for this cal_year when the adj_meth12 is three (3); when adj_meth12 is not three (3) the value of adj_fact12 must be zero. When adj_meth12 is three (3), the PIA-fraction adjustment formula is frac[t] = adj_factor[t] * frac[t-1] for pia_frac_1 and pia_frac_2.

Valid values: 0.0 to 10.0, Real [must be zero when adj_meth12 is not three]

Specifies which automatic adjustment method is applied to PIA fractions 3 and 4 (pia_frac_3 and pia_frac_4) for this cal_year. Specifies decimal fraction applied to AIME below first bendpoint in PIA formula. Fraction is expressed as a decimal, not in percentage terms. The prior definition is true only when adj_meth12 is one (1); otherwise, this value is interpreted as a minimum fraction, below which the automatic adjustment method cannot reduce the value of this PIA fraction.

Important note: the value of this pia_frac_1 must be equal to the values of pia_frac_1 in the PIADYNR and PIADYND tables. The values can vary by year, but they must be equal in any given year.

SSASIM:   PIADYNS . ep_app_pct
Specifies the "applicable percentage" for OAI benefit calculation in the "enhanced PIA" formula used in two of the three CSSS reform proposals. The general PIA enhancement factor formula (see Goss-Wade 1/31/02 memo on CSSS reforms, pages 5 and 10) is as follows: PIA_enhancement_factor = 1 + ( applicable_percent * AIME_factor * coverage_factor ). NOTE: the enhanced-PIA rules are applied even when an individual with an uncovered government pension is subject to the WEP reduction in PIA; the WEP reduction is applied afterwards.

SSASIM:   PIADYNS . adri_pct
Specifies the aged-dependency-ratio indexing percent for all four SI PIA-formula AIME fractions (pia_frac_?). The aged dependency ratio is defined using the POP.maxage_yng and POP.minage_old parameters.

This adri_pct parameter is used in the following indexing factor (F) formula:

F(t) = 1 + { [R(t-2)/R(t-3)-1] * [adri_pct(t)/100] }

where R denotes the aged dependency ratio. This indexing factor is applied to each of the four SI PIA-formula fractions (Z=pia_frac_?) as follows:

Z(t) = Z(t-1) / F(t).

During the years that this indexing scheme is active (that is, years for which adri_pct is positive), the values of adj_meth12 and adj_meth34 must be either 1 or 4 and the values of pia_frac_1, pia_frac_2, pia_frac_3, and pia_frac_4 must be unchanging. These constraints ensure that no other indexing scheme is active other than the aged-dependency-ratio indexing and that no ad hoc changes to the PIA-formula fractions are being specified for those years.
